Adopt-a-serial-program

Once again we are being asked by faculty to insitute an
adopt-a-serial program. My colleagues and I have not been
able to work out procedures for a cost-effective adopt a
serial programme that would have some reasonable chance of
attracting our faculty or local researchers (who else would
be interested?) to subscribing to it.

I would most appreciate hearing from librarians who can advise
me on this issue.
