Although I had nothing to do with formulating the guidelines for the
CONSER core record, my interpretation of it was that, like the current
CONSER Editing Guide, the formulation of headings and entries will be
according to the present LCRIs. I have not heard of any changes (yet) to
25.5B, but I am sure that once it happens, one would assume that the CONSER
guidelines will follow whatever the LCRI says.
I agree with you completely that institutions other than CONSER should
be allowed to upgrade CONSER records a la OCLC's Enhance program for
monographs. Especially for records which are at Encoding Level 7 or 8 or
lack subject headings!

p.s. as long as we are discussing the uniform titles for serials issue,
I wouldn't mind a new LCRI which would say "NO SUCCESSIVE ENTRY unless the
TITLE PROPER has changed." So we don't have all these successive titles
just because the qualifier in the uniform title changed, or because the
format of the material changed from paper to microfiche.
