CONSER Proposal: Core Record for Serials

Given the dynamic nature of serial publications, I have a few questions
that pertain to CONSER's projected plans for maintaining core records
for serials once they are created (especially with respect to the
310 and 5xx fields).
When the current frequency changes, will the 310 field and fixed
field be changed? (I assume that a 321 field will not be created).
What types of notes are considered "essential to the identification of
a serial"? If the publisher/place of publication changes, will a 5xx note
be added? I am assuming that information such as numbering peculiarities,
gaps in publication, supplements, etc. will not be recorded as not
essential to the identification of a serial. If a CONSER library wants
to record this information, will the record be upgraded to full level status?
If so, does this mean that each CONSER library will be making a
title-by-title decision on which records to upgrade according to its
local priorities?
Thanks for any clarification that can be provided. I'd welcome
some discussion of how CONSER and other libraries plan on using
core records for serials.
