          John,
          Thanks for  the response.  Indeed the majority of  us  here favor
          using  the  numbering  of  the  bound  vols.  and explaining  the
          supplement numbering, etc.  in  a  note.  The approach I outlined
          was  a "compromise" since  there  were  some  who  were concerned
          whether we had one or two serials - one for the bound and one for
          the supplements.  The Law Library shuddered at having TWO  serial
          records.  We'll see .
