I understand the footnote to LCRI12.7B5 to mean if a parallel title is added to
a serial that a title change is not needed. Bulletin of the International
Bureau of Education (ISSN 0303-3899) in 1988 changed the title page layout to
the following:
BULLETIN
du Bureau International d'Education
of the International Bureau of Education
I don't see this as a title change, but there is records from CONSER libraries
for a title change. See OCLC records #13911320 and #20983722. Is there
another rule Interpretation that I missed, or something else? Thanks!
