      We at the University of Cape Town Libraries have been having such
  trouble getting acceptable service and refunds owing to us from a
  firm called "Legal Publications" in Saint Paul Minnesota.  Is there
  anyone out there who knows this outfit?  I hope we could benefit from
  your experiences.
