Our library welcomes subscription gifts.  However it is my understanding that
most professional/scientific associations clearly state that journals received
through membership may not be donated within three years of publication.  So
libraries are required to purchase memberships to these associations.
I do not know what penalty befalls the member who may do this, probably
revocation of membership.
