At SUNY Cortland we have three source files:
        1.  A Kardex of CURRENTLY received titles.
        2.  A file of the old Kardex cards for dead and canceled titles.
        3.  A decision card file for the mysterious freebies which float
        through the daily mail.
If a match cannot be found in any of the three files for a given piece, it is
either a new title (due to change in title) for a current subscription, or, it
is a new item which needs a retention/disposition decision.
