Split Geographic Entities

Hope this isn't a dumb question, but here goes.
In OCLC's authority file for Rhodesia and Nyasaland (ARN 2051837) the
scope note says "works limited in subject coverage to the historical,
political, or cultural aspects of the Federation of Rhodesia and Nyasaland
for the 1953-1963 period." and goes on to say where to put things not
having that limitation.
Are economic works, specifically a yearbook on trade statistics, covered
by this? For you folks on Serialst, we don't have any issues after the
Federation split up. This does not strike me as inherently historical,
but it is emphatically limited in coverage and the split of the country is
not unlike the split of the USSR, albeit on a very dif. scale.
