I am posting this question for Debbie Hackleman since she is not on the list.
In the PRISM Manual, under Reproductions and Original Microform Publications,
USNP cataloging practice, it says that USNP participants catalog the original
paper version of a newspaper and attach ... the master record for all formats.
She needs to verify if it is "legal" for us (a non-USNP participant) to use the
paper version bib. record for a newspaper when all we have is the microform
version, or do we need to create a "NEW" record in OCLC. We will be ordering
the Newspaper Cataloging Manual, CONSER/USNP ed, but since it will take a while
before we get it, she thought we might get the anwer quciker from the list.
