We do this for most of our papers.  It works pretty well, except a
few papers (Investor's Business Daily comes to mind) don't actually
understand partial-year, and we have to *call* some years.  Some of
our local papers are delivered by the local carriers, and sometimes
*they* either don't get the word from the main office, or don't pay
attention, and deliver all summer, then want more money mid-way
through the school year.  We just send them a copy of the purchase
order and the canceled check, and they work it out with the main
office.
