Barcodes are put on the new bound serials when they return from the bindery.
Older serials are given a barcode at the exit when someone attempts to check
them out. The person at the counter gives them barcodes and then checks them
out to the patron. When it is checked back in it is then sent to the Serials
technical staff to relink the barode to the correct NOTIS record. This way all
of the new serials get barcodes and the older ones which are used get them also
I'm not sure I understand the use of 2 barcodes.
