One thing I overlooked when I responded to Florence Hayes: a situation
that arises when corporate body is used for the qualifier is that name changes
in the body and changes in body result in title changes. Some of these
title changes can be very awkward (they may result in a couple of issues
being separated from a large run, for instance).
What I'm trying to bring out is that one of my real objections to 25.5B
is the nonsense title changes that result (not in all cases, granted).
In radical and labor journals, when one group changes or is absorbed by
another, they'll have the last issue or two of their organ carry an interim
new group name before they change the title or have their publication
absorbed by another. Again, common sense should prevail and the cataloger
should be given a free rein to pick and choose with equal latitude across
the board (no special restrictions to choosing or not choosing body).
