Binding vs. Microfiching/Microfilming

I would like to solicit opinions about the benefits of binding vs. microfiching
or microfilming. The NASA Headquarters Library has traditionally bound journal
volumes for retention, because binding is paid by a line item outside the
library budget (which has limited funds available for collection development
and related areas). Shelf space is not currently an issue for us, and the
titles retained for long periods are few. Are there other issues we should
consider? The administration has recently expressed a desire to explore
microfiche. Ease of access, cost, and storage space are the primary points
of consideration.
Please respond to me at Dnewbill@nhqvax.hq.nasa.gov.
Thank you for your input!
