Is a 5% surcharge on publications ordered from Gordon & Breach because
payment has been withheld until goods are received legal?  Is it legal for
Gordon & Breach to demand payment and then deliver nothing?  This is a
matter for the legal departments of our institutions.  In the meantime,
why not cancel?  You're not receiving anything for your money anyway.
Before taking any action, however, directly contacting a Gordon & Breach
representative seems fair.  What if the vendor is wrong?
