microform cataloging with different title

The question you raise is a multiple versions problem (oh no, not that
again!). This is a case where the reproduction has a title different from
the original, due to the presence of a "title screen" which does not exist
on the original.
I am not going into Chapter 11 of AACR2r, the Rule Interpretations, and
all the various discussions we have had on multiple versions over the past
2-3 years on this issue. I am just going to give my gut instinct as a
serials cataloger (EVERYONE: feel free to disagree with me, this is just
my opinion)
As per your description of the title, I would make the 246 for "the
Higher" and not do successive entry, IF NO SUCCESSIVE ENTRY CATALOGING WAS
DONE FOR THE ORGINAL (PAPER) RECORDS.
I would make a link to the original bibliographic (paper) record. I
would also make a 500 note, something like, "Title screen title: the Higher".
However, if there are successive entry records for the paper edition, I
would make (parallel) successive entry records for the microform
reproduction. Essentially, since the reproduction is a "true copy" of the
original, it should also match the cataloging of the original.
