When I was at UT Southwestern we went three years with less than one day
from receipt of issues to "on-the-shelf".  We did it by photocopying
any data for bibliographic work.  We have not done a study at OU but it is
very fast. Is that what you mean?

Of course, there needs to be a back-up system for online check-in and some
other things in place for this to happen.

Sorry if this sounds like "bragging", although we did at the time!
