Subject: gifts

Is anyone familiar with a requirement that libraries should not accept
serials gifts that are newer than three years old? One of my colleagues
heard this in a discussion group at ALA.  We've looked in the CFR and in
some copyright material, but can find no mention of such a restriction.
Does anyone know if this is for real?
