I am writing in response to the query regarding IEEE conference proceedings.
Both OCLC records that are cited have variant title access points. The IEEE
proceedings, unlike many other conference proceedings, remain fairly stable in
name and in issuing body. However, there are frequent fluctuations in titles
between "Conference proceedings", "Proceedings" "Digest of papers" "Record"
and "Conference record". Since these titles do not change based on content
or type of papers that are published, but are mere variations that may or
may not fluctuate according to a regular pattern, I prefer to catalog these
titles as fluctuating titles and not create successive records which just
junk of the database. This may be stretching successive entry conventions
a bit but patrons appreciate not having to wade through record after record
(be they monographic or serial) for the "IEEE proceedings" of a particular
subbody of the IEEE. The records that were cited seem to have LC's "blessing"
since they used the records and did not create successive entries.
