Subject: CONTU guidelines

Can someone please guide me to a succinct article/document (available via
FTP?) discussing the CONTU guidelines?  We are attempting to write ILL
guidelines for a public school district, and we need to know the
particulars, not necessarily the theory and history.  Please reply to me
