Subject: Newspaper vandalism

Our library keeps its newspaper collection in a new issue shelving
area and places prior issues in our journal stacks.  We decided
to do this due to vandalism and to relieve shelving problems due
to lack of staff.  But, now the vandalism continues on the current issues.
We do not have the staff to sit and monitor the problem.  We have
tried placing the items on Reserve, and for some reason that does not
help.  Are there any libraries with similar problems who have come
up with viable solutions; or are we just in "denial" and there is
no solution.  Please advise.
