Regarding claim cycles, we base ours on the frequency of the publication
and allow for a specified grace period.  For example:

weekly 15 days from receipt of last issue
monthly 60 days from receipt of last issue
bimontly 90 days
quarterly 120 days
annual 395 days
etc.

We use the NOTIS OPR for check in.  Items which "expire" are reviewed
sending out any claims, and are frequently batched to the end of the month
by the staff.  SO any title "expiring" in APril will have the claim sent
out APril 29-30.  Expected dates may be adjusted for particular issues
based on reports from the publisher or the vendor.
