Cataloguing Tables of Contents

As cuts in budgets and rising journal prices lead to
many journal cancellations, the Canadian Institute for
Scientific and Technical Information (CISTI) has begun
offering a Table of Contents subscription service which
we are planning on taking advantage of. Rather than
subscribing to the actual journal, we can subscribe to
receive faxes of the tables of contents. The problem
arises with regards to how to catalogue these titles.
In some cases we cancelled our subscription, in others
it is a completely new title.
How can we catalogue these and yet clearly distinguish
for our patronsthat we carry the Table of Contents only?
Since we will be receiving a fax of the Table of Contents
from the journal, the main entry would seem to be the
journal title. There is no GMD for Table of Contents.
Most journals do include the words `Contents' or `Table
of Contents' on said page. Can I use this as a subtitle?
Or should I only refer to this in the holdings field as a note.
Any and all opinions would be greatly appreciated.
