Some of our standing orders are paid for out of our book budget -- generally
those we classify as books, monograph series, and directory types that
can be treated both as editions or continuations.  Some of our standing orders
generally bill later titles like proceedings, supplements, and other kinds
"regular" irregulars are paid for out of our serials budget.  We use whatever
vendor (books and serials) that gives us the best deal.
