The University of North Texas divides its materials budget into 3 areas:
Monographs, Standing Orders (which includes continuations) and Periodicals.
For the purposes of budgeting the standing orders and periodicals are
encumbered first and what is remaining essentially becomes the monographs
budget.  The CD-ROMs are handled as standing orders, unless it is a one-time
purchase and then the CD-ROM would be paid for as a book out of the monographs
budget.  As an aside note, the Materials Acquisitions Department purchases
and receives all of the books, standing orders and journals received by the
library so everything is in one department.  Your arrangement of technical
services may have an impact on how your budget is set up.
