Subject:      Same title, repeated numbering, new bib.

I expect periodical numbering to be inconsistent and confusing.  Perhaps
publishers of religious and theological periodicals more other-worldly, or
just plain poorer than other publishers.  Perhaps I have just become cynical.
In any case, I am very reluctant to recatalog merely because a publisher
can't number consistently or publish without interruption; and I frequently
suggest to patrons and staff that dates are nearly always more reliable than
issue or volume numbers.
