Type of Appointment: Permanent, Non-supervisory, bargaining unit position Number of Vacancies: FOUR (Subject to Congressional funding authorization for fiscal 1993 beginning October 1, 1992) BRIEF DESCRIPTION OF DUTIES: The Preservation Microfilming Office is responsible for selection, bibliographic searching, preparation, cataloging, and processing of fragile or deteriorating materials from the Library's paper-based collections for transfer to preservation microfilm or to other preservation formats. Material prepared is in a variety of foreign languages and is embrittled or in need of reformatting. Incumbents examine, collate, determine microfilm reel breaks, prepare computer guides describing contents of microfilm, produce targets for microfilm and they assemble material into preservation orders which have extensive supporting paperwork. They execute quality control procedures by examining completed microfilm to assure compliance with archival microfilm standards. Constant careful handling of deteriorated and embrittled material is an essential part of this work. MINIMUM QUALIFICATIONS: Applicants must meet all of the requirements detailed below. GENERAL EXPERIENCE: General library or clerical experience SPECIALIZED EXPERIENCE: Experience in processing records or library materials, or experience in processing many types of publications in a variety of languages, or knowledge of and experience in photography or microphotography, or other experience which demonstrates the ability to learn and apply a complex body of procedures. GS-6: One year of general experience and six months of specialized experience which must have been at the GS-5 level in the Federal Service or at a comparable level of difficulty outside the Federal Service. GS-7: One year of general experience and one year of specialized experience, six months of which must have been at the GS-6 level in the Federal Service or at a comparable level of difficulty outside the Federal Service. FOREIGN LANGUAGE REQUIREMENT: Knowledge of two modern foreign languages sufficient to interpret bibliographic data and to accurately transcribe titles. Applicants must indicate in item #35 on their SF 171 their language skills. EDUCATIONAL REQUIREMENT: Two full years of college (60 semester hours or 90 quarter hours) SUBSTITUTIONS: A. For the General Experience and Educational requirements, applicants may substitute: 1) For the GS-6 level - High school graduation and two years of general experience, or a bachelor's degree 2) For the GS-7 level - High school graduation and two and one-half years of general experience, or a bachelor's degree. B. For the Specialized Experience requirements, applicants may substitute a Master's degree in library science for the GS-6 and GS-7 grade levels. There is no other substitution for the specialized experience requirement. PHYSICAL REQUIREMENT: This position involves considerable pushing and pulling of book trucks and bending and lifting boxes of books. The selected applicant will be required to pass the Library of Congress physical examination prior to appointment. TEST REQUIREMENT: Applicants must pass the Library's clerical test and an approved typing test with a net speed of 25 words a minute. A copy of these test results must be attached to the application. Library of Congress staff members must also pass the typing test unless they have held a position within the last year which required typing. To waive the typing test, staff members must indicate on the SF-171, item #24 work experience, their exact position title and the number of words a minute their position required, i.e., typing at 25 or 40 words minute. QUALITY RANKING FACTORS: Applicants who meet the minimum qualifications requirements will be evaluated on the basis of the Quality Ranking Factors. Applicants are encouraged to submit with their SF-171 a supplemental statement addressing each Quality Ranking Factor separately. The supplemental statement should be prepared on plain 8 1/2 x 11 inch paper and should briefly describe how the applicant's experience, education, training, self-development, outside activities, awards, and commendations relate to each Quality Ranking Factor. l.
