This is a question related to Birdie MacLennan's.  We have a title that was
initially issued in loose-leaf format, and then switched to a more ordinary
serial.  The original was cataloged in books format with multiple dates, and
I'm wondering if a new record is needed in serials format.  The title and
publisher are *almost* identical:

original: Reports / Council on Ethical and Judicial Affairs of the American
Medical Association.  1989-

new:  Reports of the Council on Ethical and Judicial Affairs of the American
Medical Association.  v. 2, no. 1 (Jan. 1991)-
