In our situation, all acquisition and serial functions are combined into one
dept. (Acquisition Services).  All ordering (of all materials, in all formats,
for all locations) is done by the Order Section.  All firm ordered and approval
materials are handled by the Firm Order and Accounting Section.  All serial
materials are received by the Open Entry and Service Desk Section.  That
includes _all_ serial publications (including monographic standing orders).
We take a literal definition of serials - anything published in multiple
parts over time.
