In response to Gerald Gordon:

As periodicals are checked in, the library assistants verify title changes
and designation changes.  The issues are given to a cataloger for recataloging
if there is a real change.  Any other changes, such as publisher changes are
not caught at the time of check-in.  We have a library assistant who trains the
check-in staff in cataloging, and a subscriptions library assistant who trains
them in check-in.  I hope that this helps.
