At Dartmouth we use percentage price increase as a criterion for _alerting_
bibliographers that they may want to consider cancelling (over 20% and $50).
For Faxon titles we supply a 3-year SCOPE report.  But the decision to cancel
is made by the bibliographer based on many factors.
