Distribution & access to e-journals

I am starting work on a proposal to my boss and the head of the
computer center to make e-journals available on our VAX (uses VMS)
through a program called VAX Notes. Has anyone else done this? How
does this compare to using e-mail as far as computer overhead and
disk space? How do you figure out which journals to make
available?
I would also use VAX Notes for other library info such as our
serials list and videocassette list.
