This is in reply to Keith Stetson's question about incentives for cancelling
journals. At Dartmouth we have had a policy for some years that
bibliographers should not purchase new titles without cancelling an equivalent
dollar amount, unless they transfer funds from a monographic allocation or
obtain funds from some other source. (All selection is done by librarians,
with faculty input.) At the moment we are formalizing this into a quarterly
report that will document money "earned" by cancellations, and also
cessations. But the money has to be "real", i.e. the title needs to have
been paid for in the previous budget cycle.
