At the University of Kentucky we routinely exchange full credit for
cancellations to be applied to new-title subscriptions.  In fact, this is
usually the only way we are able to secure new journals and refresh our
offerings of serial literature.  Unhappily, we have had do carry out a
number of serial reviews to recover money from our serials budget line,
and for these we have been unable to provide a credit.
