How to charge fees for journals routed to 2 or more departments.

AT Chemical Abstracts Service the library has historically paid for any serial
title routed to two or more departments, the philosophy being that we didn't
want to "hastle" with having to divide up invoices. The problems we have
encountered include:
a. Departments "hunting up" another department to share the routing of
a journal so that neither department has to pay for it.
b. Difficulty in budgeting for this serials account since the titles it
covers continually fluctuate as departments ask to be added to
or dropped from the routing for various journal titles.
How do other libraries out there handle "who pays" for routed titles?
We are contemplating eliminating the CAS library paying for routed titles and,
instead, splitting up the subscription fees among the receiving departments.
What are the pros and cons of this for those who do or have tried it?
