I'm sure that anyone who was at NASIG in San Antonio would agree that you
 should contact Gail McMillan at Virginia Tech. She gave an outstanding paper
 of the innovative procedures that Va. Tech has created in dealing with
 electronic journals. Her paper was entitled "Embracing the Electronic Journal:
 One Library's Plan" which will be reprinted in the NASIG Conference
