My library treats numerous annuals, and even some monographic series, as
journals because they are indexed in Index Medicus and other biomedical
I & A services. We check in the volumes and shelve them with the bound jrnl.
collection. The one difference in treatment is that while our journals do
NOT circulate, the annuals and monographic series DO. Since our journals
are not bar-coded, those"journals" (i.e., the annuals and monographic series)
are fairly readily distinguishable by being "publisher bound." This treatment
works well for us and for our users.
