I have received two replies to my question regarding the use of the subfield
x (calendar change) of the MFHL.  Both were from VTLS installations.

They say that to have VTLS work properly a Jan/Feb calendar change would be
coded as 02.  One of the two respondents pointed out that the more logical
coding would be 01/02 and that this is consistent with subfield y where "A
slash (/) is used to designate combined issues."

The consensus seems to be that precise use of the subfield x is governed by
the needs of the local system.  Sounds like a step backwards to me.
