Classification of Serials

I have a general question about classification and cataloging of serials.
We do not catalog our serials presently but I do maintain union listing
functions on OCLC. I use serials records on OCLC for information to put into
the serials database I maintain on my microcomputer for our serials list and
control.
Why do those whom catalog and classify create serials records without subject
headings or indexing information? I also keep finding NASD records with only
publication information . Some of these records are the only ones available
on OCLC. Also; how come when there is indexing information, CD-ROM based
products such as Academic INdex from INFOTRAC are not included?
I believe these are important issues since we will be going online in a
couple of years and would like serials records availabe and useful.
