With the economy being what it is, and serial prices still on the rise
(even if Faxon & Ebsco's lower estimates for next year are correct), are
any libraries actively trying to increase their exchange programs?

Also, considering the state of the Soviet publishing & distribution
industry, have any libraries tried to establish new trade or exchange
programs with a Soviet counterpart in the last year?  Are libraries with
such programs already set up finding that they are still working?  Any
viable avenues for obtaining Soviet journals that are left are certainly
worth exploring.
