When I was in an academic library, librarians had a guaranteed seat
on curriculum committees and were in on all the planning of changes
to curriculum.  That gave them a very early chance to say that the
library didn't have money to buy materials to support the new
program on ... [fill in your personal favorite], and that if the
faculty really wanted this, they needed to help the library lobby
for more funds.  How widespread is this practice?  Surely there are
more than just one library doing that!
