hinged shelving for periodicals

This has been a great discussion but one topic that no one has mentioned is if
this type of shelving actually hinders access to the periodicals collection
for the physically challenged. I'm not sure if it's any worse than open
shelving but I would imagine (especially for the wheel-bound) that hinged
shelving might be even more difficult to use. Has anybody done any research,
have experience in this etc?
