our shelving is not all hinged, only the topmost shelf, but unless I really
nag our shelving staff, they tend to completely by-pass putting the most
recent issue on the hinged part and go directly to the top of the pile on
the horizontal shelf.  Patrons also tend to plunk whatever they have just
read on the hinged shelf whether it is the latest (or even the proper
title) issue.  Since we shelve our current periodicals with the spine out
to aid the patron in finding exact issues, I would guess that your arrangement
would lend itself to a lot of cranking shelves open and shut in order to get
to the needed issue.  I wish you luck in your new shelving.
