I suppose if I HAD to make a note, I would go with A, which cites the specific
vol. and issue no.
I see this place of publication/commercial publisher change notes on a lot of
OCLC copy and I really have to question why they're there and why people feel
compelled to keep them up-to-date. I would only add such notes if someone
in public service really wanted it. Otherwise, I'd forget about it,
especially since the serial clerk would have to bring it to my attention,
and it's unlikely she'd notice it!
