Another issue that needs to be considered along these lines is
what does your OPAC do with records that have no items attached?
If you do not barcode periodicals, does the record in the OPAC come
up with an equivalent to :  No holdings?  If so, how do you educate
your patrons that this is really OK, and you do actually have this
title?
