yes, we routinely create item records for all serials.  We are still
working on getting all the back volumes in, as we just barcoded some
300-400,000 volumes last summer and fall.  Perhaps Gloria Ostrander will
respond further if she has time (one of my colleagues here).  to me it
makes no difference who does it, as long as the staffing is provided.
It might well be determined by who does the other bilbiogaphic and/or
processing work on the items.  Cataloging?  Processing?  Serials?
Serials cataloging?   An awful lot of ways will work to cut up that pie,
so take your choice.
