In answer to your question about newspaper delivery, we struggled with this
here (Univ. of Maryland Law Library) for many years and then finally reached
an agreement with a local shop about a block from the library, to provide us
with certain papers, both local and out of town, on a daily basis. We
calculated the weekly cost, and every four weeks we take a check to the shop
to pay for the coming four weeks. When we pay for the four weeks we also
request an invoice (which is just a sales ticket) for the four weeks after
that and we subtract any credits for missed papers or holidays which occured.
One of our staff stops at the shop every morning on the way in and picks up
the papers. While it isn't perfect, it's probably the best solution we have
found to the question of service. Papers by mail tend to be late; so called
"home delivery" in a downtown setting wasn't workable from a number of points
of view, and this way we have the papers available in a timely manner. Pamela
