Over the past few weeks we have been noticing significant delays in the
deliverly of U.S. Mail.  (yes, even more so than usual)  Word has now come
from the Chicago Postmaster's Office that we can expect continued delays as
the Post Office is on "standard war procedures" and has been since January
16th.  We have yet to figure out what these procedures are or why they were
necessary.  Can anyone else shed any light on this?
