          Re: the use of qualifiers to resolve conflicts between
          serials that share the same title proper

          In the past, when cataloging a serial for which the title
          consisted solely of the name of a country (OECD statistical
          publications, Economist Intelligence Unit publications, for
          example) the choice was pretty much between using place of
          publication or corporate name as the qualifying term, to
          resolve conflicts.  The resulting entry, although unique,
          would hardly enlighten online users looking at the heading
          in a browse display:

          France (London, England)
          Japan (Organisation for Economic Co-operation and
          Development)

          When the title of the serial consists of the name of a
          country and thus absolutely fails to convey the essence of
          its being--seriality, that is--the qualifiers in the above
          example simply reflect cataloging at its legalistic best.

          In CSB 50, however, LC has added a new option for "Choice of
          Qualifying Term."  The new option basically allows that when
          all else fails, "use any word(s) that will serve to
          distinguish one serial from another."

          This opens up new possibilities.  What would be wrong, for
          example, with:

          France (Periodical : Economist Intelligence Unit)

          Any ideas?
