UW-La Crosse handles security of unbound issues in the following manner.
When a title is checked in, our system (SC350) notifies the worker whether
or not this title requires a security tape.  This allows us to decide on
levels of security versus costs.  For example, a title with a past history
of frequent loss might have every issue tagged, but a title with fewer
problems might be tagged every, say, third issue.  We tend to be more
cautious on bound titles versus those we receive on microfilm.  Finally,
for a small number of titles (currently 5) which were subject to frequent
mutilation, a note refers the patron to the special collections department
or the serials office.  Titles with erotic content tend to be located in
special collections (as per a library-wide policy), while the others (2)
end up in the Serials office.  Its not a perfect system, and we will be
attempting to address it more completely in our library addition/renovation
project.
